Every Class B charge and above is prosecuted at the Russell A. Steindam Courts Building at 2100 Bloomdale Road in McKinney. Misdemeanor DWIs go to the County Courts at Law, felonies to the District Courts. Plano Municipal Court keeps only the Class C tickets.
Who prosecutes
The Collin County District Attorney’s office works its cases up thoroughly, and its courts expect prepared lawyers. Cases here are worked, not warehoused, which makes the quality of the defense matter more, not less.
No reduction to obstruction
Collin County has a stated policy against reducing a DWI to obstruction of a highway. A Plano DWI is generally prosecuted as charged, so the outcome turns on what the State can prove, not on a negotiated relabel.
Where your blood goes
Collin County DWI blood is tested at the DPS crime lab in Garland, and the turnaround is often slow. The lab’s chromatography, calibration, and quality control records are discoverable, and we request them in every blood case.
Jail release
A Plano PD arrest books at the Plano city jail, and a DPS arrest goes to the Collin County Detention Facility in McKinney. A magistrate sets bond and conditions, usually within 48 hours, and a Plano arrestee may be transferred to McKinney before release.
Diversion and Veterans Court

Legacy West and West Plano
The Legacy West, Legacy Town Center, and Shops at Legacy corridor along the Dallas North Tollway and SH-121 produces a large share of Plano’s arrests, most of them beginning as a traffic stop on the Tollway or Legacy Drive. A Plano PD or DPS arrest there books at the Plano city jail and is filed with the Collin County DA in McKinney.
Downtown Plano and East Plano
The 15th Street bar and restaurant district, the DART corridor, and the US-75 frontage roads are Plano Police territory. The arrest books at the Plano city jail, and every Class B charge and above is heard in McKinney, not in Plano Municipal Court.
The George Bush Turnpike and US-75
Plano’s two busiest highways are worked by Plano PD, DPS troopers, and NTTA-area patrols. A stop on the Turnpike can sit on either side of the Plano and Richardson line; the Collin County side goes to McKinney, the Dallas County side to Frank Crowley in Dallas. The offense report’s location decides it.
