From Lew Sterrett to Frank Crowley: how a Dallas arrest moves

A Dallas arrest books at the Lew Sterrett Justice Center at 111 W. Commerce Street, where a magistrate sets bond within 48 hours of booking. The case is then filed with the Dallas County District Attorney and set in the Frank Crowley Courts Building next door at 133 N. Riverfront Boulevard: misdemeanors in the County Criminal Courts, felonies in the Criminal District Courts after grand jury review. Drug, DNA, and blood evidence goes to SWIFS, the Southwestern Institute of Forensic Sciences, the county’s own lab, and we request its underlying records on every case that turns on them. North Dallas and Preston Hollow

The Dallas Police North Central division works the Dallas North Tollway, LBJ Freeway, and Preston Road corridor. An arrest there still books at Lew Sterrett and is set at Frank Crowley, and our Oak Lawn office is about fifteen minutes south on the Tollway.

Oak Cliff and South Dallas

The Southwest and South Central divisions cover I-35E, I-30, Loop 12, and US-67, and they produce a large share of the county’s assault, drug, and weapons cases. Those cases follow the same path through Lew Sterrett and Frank Crowley, and we handle them from the same office, about ten minutes up I-35E.

Lakewood, East Dallas, and White Rock

Garland Road, Gaston Avenue, and the streets around White Rock Lake are Northeast division territory. A charge there is a Dallas County case like any other, with the evidence sent to SWIFS, and the courthouse is a fifteen-minute drive west.

Irving

Irving Police book arrests at the Irving city jail before a felony transfers to Lew Sterrett, and every charge above a Class C ticket is filed with the Dallas County DA and heard at Frank Crowley. Stops on SH-183, Loop 12, and at DFW Airport, which straddles the Dallas and Tarrant county line, can land in that courthouse or in Fort Worth depending on where the stop happened. Carrollton

Carrollton sits in three counties. The Dallas County side goes to Frank Crowley, the Denton County side to the Denton County courts, and a small Collin County slice to McKinney, so where the stop happened on I-35E or the George Bush Turnpike decides the courthouse. Carrollton Police hold arrestees at the city jail before transfer. The Dallas County courthouse is about twenty-five minutes from Carrollton, and our Carrollton page walks through the county-line question.

Richardson

Richardson is mostly Dallas County, with its northern edge in Collin County, so a Richardson Police or DPS stop on US-75 is a Frank Crowley case unless it fell on the Collin County side, where it is heard in McKinney. Highland Park and University Park

The Town of Highland Park runs its own Department of Public Safety, whose officers are cross-trained in police, fire, and EMS work, and University Park has a separate police department. Both towns are enclaves inside Dallas, so an arrest in either is a Dallas County case at Frank Crowley. Garland

Garland Police book at the Garland Detention Center, and any case above a city ticket goes to the Dallas County DA. The Texas DPS regional crime lab sits in Garland, but Dallas County evidence is tested at SWIFS, not there. Small parts of Garland extend into Collin and Rockwall counties, so a stop on the far side of the George Bush Turnpike can belong to McKinney or Rockwall instead. Garland is about twenty-five minutes east of our office.

Mesquite

Mesquite Police book at the Mesquite city jail, and the I-30, I-635, and US-80 corridors produce a steady share of the county’s drug and weapons arrests. Most of Mesquite is Dallas County, but a portion crosses into Kaufman County, where a case is heard in Kaufman instead; our Kaufman County court guide covers that docket. Cedar Hill

Cedar Hill straddles the Dallas and Ellis county line. A stop on US-67 on the Dallas County side is a Frank Crowley case; on the Ellis County side it is heard in Waxahachie, and our Ellis County court guide explains that courthouse.
